Press F8 to view the console when it gets stuck at 50%. Check for any RED errors at the top which should give you an indication of what's going wrong. I think most players are loading the course without issues.

It's only going to load 100% when using the medium and difficult pins. Joe only has two pins on #4 through #18. They are the medium and difficult pins. So if you choose easy pins it's going to only load 50% beings they are only on the first three holes and not the full course.
