Every time I played this course I have fr in the lower 20 range on a few holes almost makes it unplayable I have an Nvida RTX 3080 I would think thats good enough to play anything on here

If you are OK with editing your registry this will help ........ EnableGR535 to 0 under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\nvlddmkm\FTS enableGR535 to 0

I changed the setting and it made 0 difference

I have a 4060Ti and some courses also give me a slight fps drop.
however try this.
Open nvidia control panel..Manage 3d settings...Progamme settings....Select your PG exe...Image scaling..(double click to open). Select ON GPU scaling & sharpening... move slider to 50%.. then save your new settings in the Nvidia control panel.
