I don't understand why not issue a new golf course when completely finished. I am sick of downloading the same course every few days. Wasting my download data.

No course ever gets 'finished' until it gets properly tested. We do testing for a small group of designers who release betas and who want feedback. All of the courses which are not yet complete are posted up to the membership with a label of BETA. It is pretty simple that if you don't wish to waste your time with them, then just wait for the BETA label to disappear before downloading. We do not use betas in main competition, restricting their use to one or two off-card events.
