In my view the players average should determine their level not their own wishes. giving players the option to move or not just distorts everything. One player who should be an ammy but chooses to play pro and then builds his handicap to a mind blowing +18. this makes the handicap and average system a farce.

It is/was too late to change anything for February, there will be changes for how Tier movements are conducted for the new Season in March. There is no 1 ideal solution.

The trouble is, you cannot really force a player to play at a lower level if a player wants the challenge of playing a higher level, if we went the way of say ave 60-64 is Tour Pro, 65-68 is Pro, 69-72 is Amateur and above 72 is Hacker...you'll have players manipulating their scores a lot more than currently, imho.

As I said, we will try to block as many loopholes as possible but keeping the ideal that this is a game and lots just play for fun....apparently!

Do players that are shooting an average of 80 as Hacker want to play as Tour Pro? Let them. Easy to make some adjustments in that regard.

Players manipulate scores? Easy to figure them out, and KICK them out. Kind of like cheating isn't it? What happens to players that are caught cheating?

60-64 Tour Pro, 65-68 is Pro, 69-72 is Amateur and above 72 is Hacker. That's a place to start. It makes more sense than a Amateur with an average of 60. If you can shoot that low then you should be a Tour Pro. Put them in the Tour Pro category. After a few tournaments they will eventually be moved into the spot they should be.

I understand this has got to be one of the most difficult things to make adjustments to and calculate. You'll never please everyone. Players score averages after playing in tournaments should give you some idea where they belong. If they get moved to a more difficult level, it wont be long, after playing a couple tournaments, that they are moved back into their previous level. I'm exaggerating here but it doesn't make sense that a person averaging 60 should be playing as a Hacker and a person averaging 80 playing as a Tour Pro. Just my opinion.

The conflict comes between levels and handicaps. let a player play above his score average level and it just boosts his handicap. Each level should have a maximum handicap.
