There are issues with players not receiving notifications when this topic is subscribed to.
I'm currently checking into this.

The issue appears to be linked to the Notifications / Email section on the following page ...
ucp.php?i=ucp_notifications&mode=notification_options
Under "Posting Notifications" find "Someone replies to a topic to which you are subscribed" and make sure at least 1 of the 2 options is ticked.
