Game won't load

I have a buddy trying to play JNPG but it won't start up on one of his computers.
His issue "When i press 'play' it says 'running' for a few seconds then nothing happens and the 'play' button comes back and it says 'ready to play' again. Checked system and it seems to meet min requirements."
HP p7-1246c. Processor: Intel Core i3-2120 CPU @3.30GHz. RAM: 6.00GB
64 bit Operating System
NVIDIA GeForce GT 240 - latest driver
Has anyone encountered this and found a solution? The computer that works for him is seemingly worse than the one with these specs. I had another friend who developed this issue after there was a game update awhile back but his solution was to notto play and then he got a new PC 6 months later.
