The link below will take you to a good tech blog (one of many) that explains the need for a Z400 series motherboard for the 11th Gen Intel processor.
As for the nVidia 3000 series video cards, they are backward compatible with PCI-e 3 but will work better on the Z400 series PCI-e 4 motherboards. In this respect, it's about utilizing all the extra bandwidth in the new nVidia Graphics Cards.
