Is there a way to invite a player to play a game who is not on Friends list?

Yes, you can get them to left click on your name in the PG Lobby and then click on "JOIN GAME" in the menu that appears.

OK - thanks Mark, that just means I have to notify them before I choose the game, though, right?

Yes you will need to tell them how to join your game, that you would of setup either via "MULTIPLAYER" or a PGLS tourney via "TOURNAMENTS - PUBLIC".
