Video card question

I have a nVidia RTX 3070 along with a AMD Ryzen 5 5600 6 core.
Running task manager (under the performance tab) I'm using almost 100% on the video card with settings at Ultra and the CPU is barely working (I know most newer games place the video load on the GPU). When I change to Medium in the graphics setting there is a drop in the GPU workload but not by much.
Is this normal?

FWIW I fly MSFS 2020 and my video card doesn't work this hard.
