Way late to this, but I have been using PDF24. You can use the online version or you can download and perform all the tasks locally (my preference). I haven't used it a bunch, but it has worked for my tasks. You do need to create an account (free, and I haven't received any emails/spam from them).

When I started using it, I don't recall the "PDF Creator" that is on the home page (I may look into that). I've been using the PDF24 Toolbox (Desktop version), which I think can be downloaded at the top right of this location:
