The stimp meter is in the course/conditions for each tournament.
Regarding chipping...it takes a while to get used to when you can use a chip and when (even if you think it's the right shot, it just isn't) not to. I still make a wrong call at times.
Off the top of my head I always avoid chipping if the first bounce is going to be in the rough, but apart from that it is just learning by playing i'm afraid.

When I said stimp meter, I meant the guide one that someone on here set up that gives the stimps from 8 to 14 along the top and dots on lhs and the footage in the middle for each one?
