Non assessed handicap?

Hi, what does a "Non assessed handicap" in a tournament mean. If you are in that position, can you win the tournament or are you penalised in some way?

Yourself and norsiwel fell foul of rule #3 shown above the "Non assessed" section …
1. Not completed 24 handicap rounds and are competing at "Scratch" (0).
2. Joined PG Classics after the current week has started.
3. PGLS Level under review if total score after 4 rounds is less than 249.
in that you both scored way better than your handicap suggests. The handicap used for PG Classics in your case was +5 but your current handicap is +3.

No-one in the "Non assessed" section can win the tourney, which is why those players listed are separated out.
