Its very similar to when you take a mulligan. The main difference is that when you take a mulligan you can reset the conditions back to the original shot by either aiming somewhere else or changing clubs. For what it's worth, I have had some 2nd shots plugged in the fairway (and sand) even when not hitting the 1st shot into a bunker. It's fairly rare, but I remember those quirks that piss me off and that is one of them~!
