I've not had any "Global", tournaments or in game chat for a few weeks. I tried Mark's workaround but that didn't work either.(When i edited hosts with notepad, it saves as a .txt, but the original is listed as a file?) I've deleted Steam, rebooted, reinstalled Steam and PG, but to no avail. Any suggestions?

The original issue was a routing issue with Steam and was fixed a while back.

I would restart your router Ian.

I have recently rebooted my router, but I've just done it again, and still nothing.
