This appears to be as a result of a hacked profile or profiles, which has resulted in players being blocked. Anyone with Steam Guard enabled may not have been affected.
Players are redirected to https://epowerarea.com/ where they are asked to vote for a team, but you have to login using your Steam account.
Players should check their blocked players list via their Profile in Steam and should change their password and/or add Steam Guard.
