In a nut shell it allows players to rate their opponents based on the experience with the player during the match.

To prevent an individual player from wrecking players ratings it is based upon the last 20 ratings they received. This was widely used when players used to constantly disconnect in WGT games and not come back, which on the whole does not appear to be the case at PG.
