If you go to your "Courses" folder and open up the folder for some courses, they don't appear to be a set size or DPI, going on the two that I opened. 
I would though suggest 1024 x 1024 pixels at 72 DPI.

Looking at the flag image of Abels Cross you just posted the top part in grey is the part of the flag attached to the pole, the red/white part to the right of that is the flag itself.
The black and white section underneath that is the colour of the pole.
