Statistical oddity

In my latest PGLS Open round, it says my scrambling was 6/7, meaning that I missed one scramble opportunity. Yet I got a birdie or par on every hole. How does one "miss" a scramble without going over par?

I think it has to do with greens in regulation. You missed 7 times but had one chip in so 6 out of 7.
