The fact that the problem still occurs when you did a new install on a different computer tells me that it's highly likely that the issue is somewhere in your Steam settings, game properties, or Steam Cloud data.
One thing that might be worth a try...
Open the Steam app. Go to Library. Select Perfect Golf. On the Perfect Golf page, click the Manage icon (the gear icon to the right of PLAY TIME), then in the dropdown, click Properties. From there you can view the various subpages to see if anything looks off. On the General subpage, turning off Steam Cloud might be worth a try (if in doubt, wait until Mwh65 weighs in on that suggestion before trying it).

Thanks for the ideas . Tried the Steam Cloud tip and also followed the video . No luck on either . So if it follows the digital game download is clean then mwalimu idea about Steam settings , game properties or Steam Cloud could be the problem .
Mark I know that the game doesn't have a DVD version but it would be so much easier if it did .

An idea trevjor but I have only had 11 on this pc . I definitely thinking its something to do with the Steam data being corrupted not the game its self .Asking questions on Steam site not about our game but the problem .

The problem could be in your userdata folder. Everyone knows about "C:\Program Files (x86)\Steam\steamapps\common\Perfect Golf\" but there's the other folder where userdata is stored, "C:\Program Files (x86)\Steam\userdata\". Some of the following is educated guesses so take it with a grain of salt.
On my computer this userdata folder has one subfolder, which I think is a usernumber for my Steam account. If I'm right, your computer will have one folder if you're the only Steam user on that computer. If the computer is used by multiple Steam users it might have more than one and you'll need to figure out which one is yours. So let's call it "C:\Program Files (x86)\Steam\userdata\<usernum>\" (replace <usernum> with your usernumber).
In the following steps you will see lots of files and folders with numbers, possibly over a hundred, or maybe only a few. The number associated with Perfect Golf is 288140. The others are associated with other games in your Steam library. If you play other Steam games besides Perfect Golf and don't want to lose your settings, progress, etc. on those, leave all those others alone.
The files to look at from here on are "C:\Program Files (x86)\Steam\userdata\<usernum>\config\librarycache\288140.json" and the entire subfolder "C:\Program Files (x86)\Steam\userdata\<usernum>\288140\", particularly "C:\Program Files (x86)\Steam\userdata\<usernum>\288140\remote\Perfect Golf\".
From here I can't tell you exactly what to look for. It's one of those cases where you just have to look around and see what doesn't look right. But a couple of possibilities come to mind:
1. Check your file/folder permissions. It's possible that when you upgraded from Win10 to Win 11 it changed some permissions to read-only. (A random thought... If you try starting Perfect Golf.exe using Run as administrator and suddenly the problem goes away, this may well be the problem.)
2. Since you've mentioned player data, pay particular attention to "C:\Program Files (x86)\Steam\userdata\<usernum>\288140\remote\Perfect Golf\players.cfg". You could try cutting and pasting the entire file into https://beautifytools.com/json-validator.php and click Validate. It should return 'Valid JSON'. The data is "onelined" but if you click Beautify JSON it will reformat it into a much more human-readable format.
If you try changing or deleting any files, be sure to make backup copies first.

Update i have found possibly the culprit . It was the players.cfg . Got to it via
Turned off Cloud Sync in Steam then opened the below
ProgFiles 86
Steam
User data
opened only file it was numbered
Opened remote
Opened Perfect Golf
Deleted the file above
Went into Perfect Golf . Game was back to before . Played a couple of holes . All ok .
I then checked the folder which had the possible culprit and a new file had been created .
I then returned to the game and all was ok .
Still have the original file in the bin . Here is a screenshot of it . Not my car. Though I had a exact 72 one in the early 80s .
Good fun these problems

Not certain about this, but I think the userdata folder mirrors what is saved in the Steam Cloud. It's up to you whether to leave Steam Cloud off or turn it back on. Steam Cloud is what enables your settings to be propagated to other computers, and that goes for both for other computers you may play on now (e.g. your wife's) and any computers you buy in the future to upgrade/replace your current one. So what I'm guessing happened was that player.cfg somehow was corrupted on your computer, the corrupt copy was in your Steam Cloud data, and when you tried installing on your wife's computer, it was copied there as well. If you turn Steam Cloud back on now that you have a good players.cfg, chances are it will get propagated. Hopefully Steam knows which file to replace with which but keep a backup just in case. You can leave Steam Cloud off if you prefer, but be aware in that case that none of your settings will exist anywhere except on your computer, and if you install Perfect Golf on a new computer you'll be starting from scratch with respect to players and settings.
