Searched forum to find your explanation re PS. I got one on last rd.Now when I putt there are occassions when I have reached the point i have gone up to on the meter on my downward motion.Then on my upward motion nothing happens on the meter,like it is stuck.Now if I continue sometimes nothing happens,frozen and no other option but to exit game.On other occassions I am forced to repeat the shot a number of times with the meter still remaing static or suddenly engaging but only after the upward motiongoes beyond the 8 oclock (say 8 oclock was my target).The meter should engage at least at the 8 oclock point because if you go to the 10 oclock point you gain extra yardage.In short the putt is hit too hard.So now when I see this happening I exit.I cant help having to go out if I stand the chance of the meter either freezing or only engaging after the putt is way too hard for what I desired.
This happens with the guys I play with every day.eg kennethharry and 2xaround.If i dont go out when it does not engage I am frozen .What am i expected to do take a possible plus 1 or 2shot penalty becuse the stupid meter is not working and the ball ends up miles away.The ball is not in motion when I exit.Nothing is happening. This I feel is unfair for me.I am not exiting because I suddenly think the putt is not good and want an extra chance.
This game is hard enough as it is.Its so hard to scrape out birdies then have them taken away from you in my opinion unjustly.

Detail which rounds and events we need to be looking at.
It sounds to me that a complete removal and re-install of your game is in order to see if the way that it updates itself has corrupted it in any way.
The way to do this is to open Steam, Go to the Game Library, highlight the game in the left column area and choose Properties. Then choose Uninstall, and then after that is done, click on the game again and reinstall it. Make sure your courses are backed up elsewhere so you can move them back across instead of downloading a massive library again.
We will not be removing the penalty stroke from what we do, because we know just how widely players abuse them if there is not a penalty, and so fixing your game install is certainly going to give you better results and mean you avoid having strokes added which may not be reviewed to your satisfaction.
