I notice I had a penalty given to me after my round at Pebble Beach.
I actually landed in an area which although was a hazard, it would have given me an "as it lies" because I was in the rough, just above a bunker but the option was not given and I had to leave the game and return in order to continue. It put me back on the tee with a massive lie penalty meaning I could only hit the ball about 50 yards !!
Can I ask if penalties are still given even though a penalty shot would not have been issued on course ?

It sounds like you hit the rare bug which sometimes occurs when you loop back to the tee, and with the lie penalty, it is as if the game has resumed spontaneously. Thankfully rare.
I will remove the penalty shown when you had to break out of the game.
For future reference, can you please when seeking a judgement, screenshot the area along (with an overhead view if possible) involved just in case it is an area of the course where future updates can address the issue. We always try to feedback to the designers any areas where problems have occurred, however infrequently.
Penalties are issued whenever you break out of the game without clearing through a post-shot screen. In your case, of course, that didn't show, or at least didn't show in the timeframe expected. We allow all penalties to stand but address them post-round when told about them and explained what and where the issue occurred.
